With LTIFR at 1.45 and TRIFR trending in the wrong direction, Noble Drilling's existing safety programmes were not translating into sustained behavioural change — demanding a fundamentally different approach to leadership capability.

The Challenge

A complex mix of Shell employees and contractor supervisors created significant inconsistency in daily safety interactions — toolbox talks and prestarts varied enormously in quality and were largely treated as compliance exercises rather than genuine conversations.

The Solution

PDP developed the Toolbox Topgun programme — a practical skills-based intensive for 80 supervisors, designed to be self-perpetuating through internal coaches so Shell could sustain and scale the capability without ongoing external facilitation.
